Russell County VINELink Checks
Kentucky VINE is the statewide custody-status and notification service. Russell County JailTracker offers an Access VINELink button. The county makes no promise about update timing. Start with the VINELink portal or call 1-800-511-1670. When a result is urgent or unclear, phone the detention center at 270-858-6900. The Kentucky Attorney General VINE page describes the service in full.
VINE provides status and alerts, not a booking-photo gallery.
Search One Person on VINELink
Enter enough identifying detail to separate people with similar names. A partial name works when the spelling is uncertain, though a jail or DOC number pins down the exact match.
- Open VINELink and select Kentucky.
- Choose the person search.
- Enter a full or partial name, or an offender identifier.
- Compare the agency and facility for possible matches.
- Open the correct status record.
- Call the facility if it conflicts with JailTracker.
The Kentucky DOC VINE FAQ documents the search and alerts:

What Russell VINELink Shows
VINE centers on custody events, not the complete criminal case.
| Item | Meaning |
|---|---|
| Name or identifier | Matches one custody record. |
| Custody status | Last status supplied to VINE. |
| Facility or agency | Organization tied to the record. |
| Release, transfer, escape | Events that may trigger an alert. |
| Alert methods | Phone, text, email, app, or TTY where offered. |
VINE is not a substitute for CourtNet, and it offers no booking photo. Russell County booking details live in JailTracker, while KOOL tracks offenders already sentenced in Kentucky.
Register Russell Custody Alerts
After confirming the right person, select Notify Me and choose the offered channels.
- Confirm the name, identifier, and facility.
- Select phone, text, email, or app alerts.
- Create a PIN when the phone path asks for one.
- Confirm registration.
- Keep the jail number for direct verification.
Automated notices can lag or fail, so never lean on a single message when safety is at stake.
Russell County VINE Coverage
Kentucky's own materials describe VINE as covering people held in local jails and adult correctional facilities, along with certain juvenile offenders. Russell's JailTracker detail page includes an Access VINELink action. That pairing makes VINELink the official statewide notification route tied to local custody in Russell County.
No public table gives a Russell-specific feed time. So a no-result is not conclusive. For an urgent Russell County custody question, the detention center itself is the direct source. Call 270-858-6900. Give the name, the approximate booking time, and any booking number you have.
VINE runs around the clock. Still, round-the-clock service does not mean every facility record appears at once. A fresh Russell County arrest must move through transport, intake, and local entry before another system can receive it.
Note: Russell County links into VINELink, but no official source promises a county-specific posting or notification interval.
Match Russell Custody Records
Search a common surname and you may pull up several custody records at once. Slow down. Compare each identifier the result gives you. The facility and agency fields matter most. One arrested person can appear in both the local jail system and the Kentucky Department of Corrections database. Kentucky DOC guidance even suggests registering for both. That applies when local and state entries duplicate each other.
| Search clue | How it helps |
|---|---|
| Partial name | Finds spelling variants but may return several people. |
| Jail identifier | Narrows a local custody record. |
| DOC number | Points to a state correctional record. |
| Facility | Separates county jail custody from a state institution. |
| Status and date | Shows the latest event supplied to VINE. |
A booking photo alone should never settle the match. Kentucky VINE does not promise mugshots. Russell County JailTracker might display an offender image, and KOOL may show a state photo, but those systems stay separate. Nothing is guaranteed on either one.
Russell County Alert Delivery
Kentucky Enhanced VINE lets you register two phone numbers. A four-digit PIN may be required for phone registration, letting the recipient acknowledge a call. Depending on the path offered, alerts can also come by text, email, mobile app, or TTY. The service is free and confidential.
- Open the verified custody record and select Notify Me.
- Choose the available phone, text, email, app, or accessibility channel.
- Enter each destination carefully and create the requested PIN.
- Complete the confirmation prompt for every selected method.
- Keep the Russell County jail number as a direct backup.
Standard release calls can repeat every 30 minutes for up to 24 hours, or until you acknowledge them. That is a statewide description, not a Russell County guarantee. Keep your contact details current, store the PIN somewhere safe, and confirm any critical change with the facility.
After a Russell County Transfer
Custody records do not sit still. Someone booked in Russell County starts out in the county detention record. Move that person to another facility and VINE may show a new location. Sentences to Kentucky custody or state supervision add another layer entirely. Those people can also surface in the Kentucky Offender Online Lookup, better known as KOOL. Kentucky DOC's KOOL information states that entries refresh daily. It also cautions that data newer than 120 days may not be finalized. KOOL entries can include DOC or PID numbers, location, supervision details, conviction fields, and a photograph when one exists. The official FAQ says most offenders have a photo. None is guaranteed, though. A photo may take several days after institutional intake.
Keep the tools straight. KOOL is not the Russell County booking roster. Its scope is the sentenced or supervised state population. VINELink handles notification. JailTracker remains the county source for custody and booking. Case disposition belongs to CourtNet and the Circuit Court Clerk.
Federal Custody Uses Other Locators
Kentucky VINE stops at Kentucky's edge. It does not replace the federal Bureau of Prisons locator, the ICE detainee locator, United States Marshals Service information, or federal court records. Someone absent from Russell County JailTracker and VINELink may simply sit outside state and local systems. A no-result never rules out federal or immigration custody. For federal prison custody, use the BOP inmate locator. The ICE detainee locator covers its own separate scope. Neither one is a Russell County booking-photo feed, so confirm identity with official identifiers and the responsible facility.
Russell County Direct Verification
Automated status helps. It cannot replace a phone call. Safety or travel may turn on a release or transfer. The Russell County government lists the jailer separately from the sheriff. For current facility custody, call the detention center at 270-858-6900. The Russell County Sheriff's Department handles sheriff-held law-enforcement material. Call 270-343-2191 for that, not as a substitute VINE alert.
Write things down as you go. Note the name searched. Add any jail or DOC identifier, the facility, the status, and the time you checked. Ask plainly whether the person is still held, released, or transferred. Leave court questions out of it. Arraignment, dismissal, plea, conviction, and sentence belong to the courts. All of that lives with the Russell County Circuit Court Clerk and the court file.
- Custody status
- The latest state supplied by a participating facility.
- Release
- An exit from that custody record, not a case dismissal.
- Transfer
- Movement to another facility or custody authority.
- Notification
- An automated message that still warrants direct confirmation when urgent.
A single person can hold two active registrations at once. When local jail and DOC records overlap in Russell County, check every record before you edit or cancel alerts.
VINELink Arrest Check Limits
VINELink has real limits. It skips the federal BOP and ICE locator entirely. It also pulls no booking photos. For a faster look at who was arrested in Russell County, use the same-day arrest check. It works better than VINE. Also note that a new arrest may surface on the county roster first. Anyone moved to state custody can show up in KOOL later on.
The VINELink interface is the direct public access point:
